Government 20 From Plan to Market: Politics of Economic Transition.

COURSE DESCRIPTION:
Course is offered as a Topic in Comparative Government. It examines the politics of economic reform in socialist or formerly socialist countries the key elements of a centrally planned economy, the factors which led to the initiation of reforms, and the difficulties associated with implementing such reforms. What happens when elements of a market economy are introduced through a socialist bureaucracy? Can a centralized political system meet the needs of a new economic order based on decision-making by a set of diffuse actors? Does state ownership of enterprises always translate into inefficiency? Is "crony capitalism" inevitable? Empirical focus will be primarily on the People's Republic of China and Russia, but we will also consider the reform experiences in the Czech Republic, Hungary, Poland and Vietnam.
